Strategic Plans and Policy Directorate (J-5)

Mission: NGB-J5 is charged with the mission to develop, promulgate and coordinate NGB strategic policy, plans, initiatives and concepts related to warfighting, transformation, State Partnership Program involvement in theater security cooperation, federal/state homeland security, Interagency/Intergovernmental/Multinational coordination, civil support missions, and selected other activities of the National Guard/National Guard Bureau for the CNGB.

Mission Scope

Represent the CNGB in DOD, interagency, intergovernmental and non-governmental forums. Act as the CNGB channel of communication on all J-5 issues. Coordinate with OSD, CJCS / Joint Staff, Combatant Commands, Services, states/territories, and others as appropriate. Advise and assist the CNGB with joint deliberate and programmatic planning matters. Support the CNGB requirements for research, analysis and documentation.

Mission Essential Task Areas

The NGB J-5 Directorate is the focal point for assisting the CNGB in six mission essential areas:
  • Develop, promulgate and implement NGB strategy, planning guidance, and policy related to current and future plans.
  • Provide CNGB with transformational and strategic initiative plans and support.
  • Prepares NG joint strategies plans, documents and studies.
  • Initiate and maintain intergovernmental/interagency coordination.
  • Advocate and NGB interface for all new concepts and transformational policy.
  • Provide administrative and operations support to all elements within J-5.
