Territories (Guam, Puerto Rico and Virgin Islands), and the District of
Columbia.
Ms. Elizabeth Westerburg
Associate Director, Office of Small Business Programs
Ms. Elizabeth Westerburg is the Associate Director, NGB Office of Small Business Program and is responsible for administration of that program. To fulfill that responsibility, she formulates policies and procedures for NGB that are consistent with Department of the Army policies and procurement objectives and are designed to increase prime and subcontract awards to businesses falling within federally established criteria for sponsored socioeconomic programs.
Ms. Westerburg's DOD contracting career began at George AFB, CA, in March 1975. She left George AFB for the Kadena AB Contracting Center on Okinawa, Japan, in March 1982 and accepted an assignment to McGuire AFB as Deputy Base Contracting Officer in August 1987. Ms. Westerburg moved to the newly formed NGB Office of the Principal Assistant Responsible for Contracting in February 1990 as a Procurement Analyst. She became Chief of the NGB Office of Grants and Cooperative Agreements in January 1998 and was named Associate Director of the NGB Office of Small Business Programs in May 2006.
Ms. Westerburg holds a Bachelor of Science in Business and Management and a Master of Business Administration. She has been awarded Certificates in Contract Management from the Air Force Institute of Technology and the Army Logistics Management College. She is a National Contract Management Association Certified Professional Contracts Manager and Fellow.
